Faced with an unemployment rate of over 30% -- well above the national average, despite excellent transportation infrastructure, strong university presence, and designation as a science and technology focus region -- the City of Málaga and Mayor Francisco de la Torre have requested IBM's ideas for promoting economic development and improving the business environment for entrepreneurs and businesses to come to the city.

Francisco de la Torre Prados Mayor of Málaga

Francisco de la Torre Prados has served as Mayor of Málaga since 2000, and has served as Senator for the province of Málaga since 2011. He was previously First Deputy Mayor, government spokesperson and Town Councillor for Town Planning, Housing, Works, Territorial Development and Transport for the City of Málaga. Throughout his tenure, he has served in an number of leadership roles within the Spanish Federation of Municipalities and Provinces (FEMP), the Andalusia Federation of Municipalities and Provinces (FAMP), the Euro Mediterranean Partnership of Local and Regional Authority (COPPEM), and the Spain Convention Bureau.
