In 2010, Mayor Christian Estrosi laid out a vision of sustainable, environmentally-friendly economic development for the city of Nice. The plan calls for the integration of different modes of transport, both public and private, through an "Eco-Valley multi-modal hub" system with the ultimate objective of limiting the environmental impact of individual travel throughout the city. Mayor Estrosi has challenged the IBM team members to draw on their knowledge of systems, behavior and technology to advise the city on the development of this transportation cluster.

Christian Estrosi has served as Mayor of Nice and President of the urban community of Nice Côte d'Azur since 2008. He has previously held the positions of French Minister for Industry, Secretary of State for Overseas Territories, member of the National Assembly of France, and a variety of other public offices in the Nice Côte d'Azur region.
